In 1862, Samuel S. Cox, a Democrat congressman from Ohio, delivered a speech in Congress condemning the emancipation of slaves. While Cox supported the Civil War effort, he insisted that the goal should be the restoration of the Union with slavery intact. He argued that emancipation would disrupt the nation's economy, violate the Constitution, and alienate white soldiers.
