There is an Arcane Reforger in the Proving Grounds scenario, but I imagine reforging your "nerfed" stats wouldn't reflect your real gear at all once you leave the instance. It would also be expensive and time-consuming to reforge just for the sake of the Proving Grounds challlenges only to have to change it all back once you are finished.
