William «Bill» Shankly (født 2. september 1913, død 29. september 1981) var en britisk fotballmanager. Han var også en habil fotballspiller, men fikk store deler av karrieren ødelagt grunnet andre verdenskrig. Shankly spilte nesten 300 kamper for Preston North End, samtidig som han fikk fem kamper for Skottland.
