In special occacions, testimonials are given with fewer years (such as if a player is retiring after 9 seasons at the club), but generally speaking, 10 seasons at the same club is given as enough to get a testimonial. Steven Gerrard however, first got his testimonial after 15 seasons. Why, I don't know.
