Arthur Frank Burns, né le 27 avril 1904 à 26 juin 1987, est un économiste et diplomate américain. Président du Conseil des conseillers économiques sous le président Dwight D. Eisenhower de 1953 à 1956, il est également le premier conseiller du président sous Richard Nixon de janvier à novembre 1969. From 1927 to the 1970s, Burns taught and researched at Rutgers University, Columbia University, and the National Bureau of Economic Research.

Burns became a member of the economics faculty at Rutgers University in 1927, leaving in 1941 to accept an appointment at Columbia University, where he taught for many years and became John Bates Clark Professor of Economics Emeritus.
