He held senior political office under both the Commonwealth of England and Charles II, serving as Chancellor of the Exchequer from 1661 to 1672 and Lord Chancellor from 1672 to 1673.

He joined the parliamentary army and was a captain by 1644 and major by 1646. He was commissioner for militia for Tower Hamlets from 1648 to 1649 and a J.P. for Middlesex from 1648 to July 1660.
