Joseph M. Tierney (January 1, 1941 – December 13, 2009) was an American politician who served as a member of the Boston City Council from 1972 to 1987. He was the President of the City Council in 1977, 1979, and from 1983 to 1985.

He died in 2009, but his legacy lives on at the Tierney Learning Center (TLC) located at The Anne M. Lynch Homes at Old Colony.
