Político estadounidense. Nació el 6 de febrero de 1756 en Newark ( Nueva Jersey ). Cursó estudios en el College de Nueva Jersey (hoy Universidad de Princeton), que fundó su padre. Alistado en el ejército continental en 1775, durante la guerra de la Independencia estadounidense, fue ascendido a teniente coronel.
