Stephen D. Crocker (born October 15, 1944) is an American Internet pioneer. In 1969, he created the ARPA "Networking Working Group" and the Request for Comments series. He served as chair of the board of the Internet Corporation for Assigned Names and Numbers (ICANN) from 2011 through 2017.

Steve Crocker era un estudiante de postgrado en UCLA. Al parecer tenía madera de líder y el grupo de estudiantes que trabajaba con Kleinrock lo aceptaba como tal. Aquel verano de 1968 ya estaba decidido que se iba a montar una red con los cuatro primeros nodos en UCLA, el SRI, la UCSB y la Universidad de Utah.
