I had the same issue and multiple restarts and disabling fast boot made no difference. Looking at C:\Program Files\AMD\CIM\Install.log, I found this error: ""checkPendingFileRenameOperations - This rename operation might affect the install of AMD Software. Reboot is recommended before installing."
