I've played on Excalibur on and off for several years. It offers increased xp rates of x2 and x4 during special vote promotions. It has a cash shop with gear below the best available and level/trade boosts. Overall, the scripting is pretty solid and they have a gm channel with active gms that will assist you on problems.
Excalibur is an endgame server, you should go there if you're more interested in having access to the full breadth of PVE content in TBC than progressing. Before people's fetish with only newly launched realms dominated discourse (understandably so, mind you, but still) Excalibur and Hellground were pretty much the last word in TBC ...
