Il est l'initiateur du club des Jacobins. C'est également lui qui propose une organisation administrative de la France en départements. Il devient président de l'Assemblée constituante en 1790. Initialement partisan d'une monarchie constitutionnelle, il vote, à la Convention, pour la mort du roi.
