Shura is basically Sekiro's equivalent to Bloodborne's Blooddrunks. A warrior who has killed so much he began enjoying it, lusting after blood and fighting with no fear or regard to who he is killing. Like in Bloodborne where Blooddrunk hunters can turn eventually into beasts (Papa G and Moonlight Pony) so Shura will eventually turn into a demon.
Shura meets with democracy in the point of looking for a peaceful solution. The system of shura pours into one stream, which is Islamic justice that is able to secure for man such a good end that democracy is thought to be looking for. Democracy is but a stage in human invention but may not be the last one.
