I had the same issue and multiple restarts and disabling fast boot made no difference. Looking at C:\Program Files\AMD\CIM\Install.log, I found this error: ""checkPendingFileRenameOperations - This rename operation might affect the install of AMD Software. Reboot is recommended before installing."

hit the windows key + r to open the "run" dialog. type "regedit" and hit enter. in the left side bar, navigate to Computer\HKEY_CURRENT_USER\SOFTWARE\AMD\CN. find the registry key entry named "RebootRequired", double-click it, and set its value to 0. re-open the amd adrenalin edition software.
Since the system will be forced to reboot as part of Clean Install process, make sure to save your work before proceeding. After the system has rebooted, the installation should continue automatically.
