Teori ini pertama kali dikemukakan dalam bukunya yang berjudul “Theory of the Location of Industries” pada tahun 1909. 1.
Teori ini didasarkan pada "biaya minimum" untuk menentukan lokasi didirikannya industri manufaktur. Ada banyak teori lokasi yang berkembang dan Teori Segitiga Weber ini menjadi salah satu teori umum yang masih dikenal hingga saat ini.
