The closest I’ve ever seen to an outright comparison or battle between Thor and Storm wasn’t even technically Thor: way back in “Marvel vs DC” (my favorite bonkers series from my adolescence), they had Wonder Woman get Thor’s hammer (and the power of Thor) before facing Storm. Storm still won.
In 2017, Mjolnir is used by Thor to defeat Surtur and his minions. Upon the death of Odin, Hela escapes from her prison, and thwarts Thor's attempt to use Mjolnir against her by destroying it with her bare hand. In a vision, Odin tells Thor that Mjolnir was a means to harness his power rather than the source of it.

Thor asserts dominance over lightning, while Storm works in unison with the weather instead of forcing it to her will.
