La teoría fue propuesta por David Lewis por primera vez en 1973, y siguió siendo elaborada y defendida por él hasta en sus últimos trabajos. En la introducción a uno de sus compendios de trabajos dice: Pocos negarían que las leyes de la naturaleza, además de cualquier otra cosa que puedan ser, sean al menos regularidades sin excepciones.
