Sarah's investigations lead her to the boy's hometown of Hohenbeck—a ghostly housing estate surrounded by the so-called Devil's Moor. The inhabitants of this no man's land are a conspiratorial community and punish the investigator who shot one of theirs with cold unapproachability.
