I personally have hardly ever come across it in print or in speech in the UK. It also, to me personally, sounds almost like a word I would expect to hear only from a non-native speaker, or perhaps on something like an excel sheet.

You give somebody a present for their birthday. The "for" expresses purpose. However, many presents are, in fact, given on the day that the birthday occurs, so in that case they are given on the birthday.

However, one does not do something "on a celebration", whether the celebration is for a birthday or not. One does something at a celebration, or at a party, or at an event. In this case, though, I think the whole sentence my be rewritten ...
