I have the same kind of tracking number. You have to go to the mail, copy the full string. Then go to the “mysc track and trace” DHL website (Google it like that and you’ll find it)

standard international delivery uses dhl e-commerce and can be tracking on dhl e-commerce website. I assume the value of the card was under $20 and it was sent using ebay's new "Ebay Standard Envelope" method of sending low value cards in "plain white envelopes" with tracking. So it would have been sent USPS.
Every last one of my DHL packages switched to this today too. I went to use a third party tracking, and it said it was unable to pull due to DHL experiencing technical issues. So I would assume there is just some kind of issue going on in the background. My package also is in this state "102".
