This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.

There have been CSS alternatives to achieve the same effect for many years, so no web designer should be using it.
