Federalist No. 15 is an essay by Alexander Hamilton, the fifteenth of The Federalist Papers. It was published by The Independent Journal (New York) on December 1, 1787, under the pseudonym Publius, the name under which all The Federalist papers were published at the time.
Hamilton argues that the Confederation is defective and inefficient to preserve the Union, and that the new Constitution is necessary to secure the safety and happiness of the people. He cites facts and arguments to support his position, and criticizes the opponents of the Constitution for their obstructionism and errors.
