Souness pochodzi z miasta Edynburg, stolicy Szkocji. Wychowywał się w dzielnicy Saughton Mains. Jako nastolatek podjął treningi w lokalnym klubie North Merchiston. Z czasem trafił jednak do młodzieżowej drużyny Tottenhamu Hotspur. W 1968 roku w wieku 15 lat podpisał profesjonalny kontrakt z tym klubem.
