After getting replaced by his former kid, Lotso doesn't want anyone to be happy with their kid.
The simplest is just that no US distributor picked it up. It does look like it was released on VHS in a few counties, including Japan (as "The Passage" in 1990). That's good news because Japan also uses NTSC, so it should play normally in a US VCR. It will probably still be expensive though.
