Bizum Hoca (Our Hodja) tells the story of Balck Sea villagers fighting against the construction of a hydroelectric power plant in the region. The temporary local imam, who is the leading character in the film, is probably based on a legendary imam who comes from the region.

After discussions, they decide to make "Bizum Hoca" (Our hodja) the imam of village, a villager loved and respected by everyone, though he is not an official one.
