He is the son of Leul Ras Seyum Mangasha, the grandson of Leul Ras Mangasha Yohannes, and the great grandson of Emperor Johannes IV. With the title of Leul Dejazmatch Mengesha Seyoum was Governor of Arusi from 1952 to 1955.
