William Richard Higgins (January 15, 1945 – died July 31, 1989; declared dead July 6, 1990) was a United States Marine Corps colonel who was captured in Lebanon in 1988 while serving on a United Nations (UN) peacekeeping mission. He was held hostage, tortured and eventually murdered by his captors.

Dr. William R. Higgins (b. 6 May 1942) is an American composer, arranger, performer, and educator. Dr. Higgins earned a B.S. in Music education from Lebanon Valley College, a M.M. in Music Education from Boston University and a D.Ed. in Music Education from Penn State University.
She is named for William R. Higgins, a Colonel in the U.S. Marine Corps, who was captured, tortured and murdered in 1988 by Hezbollah, during a UN peacekeeping mission to Lebanon. In 1992 he was posthumously awarded the Presidential Citizens Medal , and two years later it was announced that a ship would be named in his honor.
