In this world, Asriel was never killed because Chara is off somewhere else, presumably living a different life than the one she lived in Undertale, which caused her to attempt suicide (leading to her discovery of the monsters under Mt. Ebbot).
In fact the Delta Rune has more than one meaning. We have the one from Undertale. The one Ralsei tell us (he says that the deltarune explains the legend), in Ralsei's prophecy the angel is someone "Bad" since the heroes have to erase the "ANGEL'S HEAVEN", but in the light world the Angel is saw as a God like creature that the lightners praise.

Gerson is the one that reveals the Delta Rune in Undertale. Alvin is also the priest of the church in Hometown. I have my own theories on what the Dark World is.

This first theory is that the Dark World in Deltarune is an abandoned Dungeons and Dragons game. The evidence of this becomes clearer as facts are put together. Lightners used to come to the Dark World, but left. This is much like turning off a game, the screen turning black, and expecting it to all be there next time you open it up.
