it's not gonna happen. I think they’re referring more to the idea of ‘Neckbeard Papyrus’ than the complete old design. It’s worth noting that in Undertale, the outfit he has on is a halloween costume that apparently he only started wearing three weeks before the game started.

It's hard to determine an exact age for anyone, since we don't know in what year the game takes place (unless its 2020). However, given Papyrus' undernet username, he was likely born in 1995. Today, he would be 22-23. Likewuse, Undyne, having been born in 1991, would be 26-27.
