I only have the 22 version and pretty much everything you have pointed out applies to that version as well. He’s not as good of a creator as 15 and not as technical I’m assuming but it’s basically impossible to muscle the 22 version off the ball because of the ridiculous physical stats. 09 version just seems to blast into open space making him best choice for Counter.
