Judy and her sisters, along with other young performers, were a part of the studio and the shows, and early films, in the late 1920s and early 30s.
This film was released seven years before The Wizard of Oz (1939) which enlisted some of the Meglin Kiddies to play Munchkins. Presumably the story never gets to the part where Tip becomes Ozma as the ending has been described as "a cliffhanger in which the protagonists escape the Emerald City riding on the back of the Tin Woodman" who is somehow able to fly instead of the Gump .
